Dr Can Van Luc is currently the Chief Economist of the Bank for Investment and Development of Vietnam (BIDV) cum President of BIDV Training and Research Institute. He is a Member of the Bank Board’s Risk Management Committee and Organizational & Strategy Committee. He is also a Member of the National Fiscal and Monetary Policy Advisory Council and a Member of the Vietnam National Committee for Pacific Economic Cooperation (VNCPEC).

Before his return to Vietnam in early 2009, he was a senior fellow at Harvard Kennedy School and a Humphrey Fellow (under a Fulbright exchange program) in the US during 2007-2009. In 2008, he was a visiting scholar at the International Monetary Fund (IMF) in Washington D.C and the Federal Reserve Bank of Boston. In 2003, Dr Luc was the only Vietnamese to have received the prestigious Australia-Asia Award for his doctorate program.

Mr Hieu received his Master of Law from the University of Maastrichts, Netherlands in 2004. As an analyst and policy-maker, he contributed to the success of the Government's project on administrative reform via his role as the head of the Investment Policy Review Group. He has been working extensively with the World Bank Group on corporate governance and other government reform area and is a popular trainer/speaker on corporate governance topics. Currently, he is a member of the Vietnam Corporate Governance Initiative’s Council.

He is the principal author of the Enterprise Law 2014 known as the largest reform law on business freedom. He has extensive experience in policy-making tools such as RIA and Standard Cost Measurement (SCM).

Dominic Scriven is the founder and executive chairman of the Ho Chi Minh City-based fund house Dragon Capital. He received an OBE from Queen Elizabeth in 2006 and was awarded the Labour Medal by the Vietnamese President in 2014.

He is an active advocate of financial market development and governance and is a director of various Vietnamese public companies. Mr Scriven has more than 30 years of experience in investing ranging from London to Hong Kong but largely concentrated in Vietnam. He studied at Hanoi General University for two years before founding Dragon Capital and graduated from Exeter University in Law and Sociology.
